Amexum Refinery

The Refinery will be out fit ted with the best of American Technology in Product ion Management and Quality Control. The 100,000BPD Amexum Refinery Plant will come complete with Distillation Unit , Boiler System, Cooling Tower, Blower, Desalter, Hydrotreater and Catalytic Reformer, Power Generator, Flare and Air Compressor System, Tank Farm, Pre-Engineered Factory Buildings and Loading Facilities. The Plant will be designed to produce Unleaded Gasoline, Kerosene, Diesel/ AGO, and Fuel Oil/ Residue from Qua Iboe Crude Oil or any of 10 St ream Nigerian Crude Oil. To manage the Refinery Implementation, Start -up and Operation, there will be American Expatriate Engineers and Managers as well as Site Trained Local Staff contracted.
Following future expansion, the Refinery will further provide Downstream Industries with reliable source of Raw Materials from the Refinery s by-products. Some Primary Feedstock can be used to produce a wide range of Industrial and Commercial Products, including Specialty Solvents, Liquid Asphalt , Bituminous Mixed-Asphalt Pavement Materials, Methanol, Ethylene Oxide/ Glycol, and Carbon Black. Others include Calcined Pet roleum Coke (CPC), Indust rial and Marine Lubricants, Greases, Gear Oils, Insect icides, Sealant / Prime Coat ing Products, Low Pour Fuel Oil (LPFO), and
Blended Bunker Fuel, etc.
Objectives:
The principal objective of the Amexum Refinery is to establish and operate a Refinery Plant to be located in Cross River State of Nigeria based on the following established objectives:
- To site the Refinery Plant that will meet all the Environmental parameters for successful Project Implementation, based on the Export Import Bank of the United States (Ex-Im Bank) Guidelines.
- To establish an effective Management, Accounting and Products Quality Control Systems at the Refinery and institute Plant Operations and Production Management Structure using a combination of American Expatriate and Site Trained Nigerian Staff to guarantee repayment of Loan Capital and Interest.
- To transfer U.S. Petroleum Engineering Technology and design Continuous Training Programs for the Nigerian Refinery Workers.
- To provide the Nigerian and West African Markets alternate commercially competitive and reliable source for the production and supply of quality grade Petroleum Products, including Unleaded Gasoline, Kerosene/ Aviation Fuel, Diesel/AGO, and Fuel Oil/Residue.
PROJECT DESCRIPTION:
The proposed Amexum Refinery will be located at designated Project Site and configured to process 100,000BPD of Crude Oil from one of 10 st reams of Nigerian Crude, with products yield based on related Crude Assay, as follows:
The Refinery Plant will come complete with independent Power Generators to provide for its own Power requirements. The Generators will be powered by the use Diesel or Light End Gas sourced and recycled from the Off-gas.One pipeline will be designed to deliver Crude Oil to the Refinery, while the other line can be utilized to deliver Refined Petroleum Products from the Refinery Tank Farm to nearby Distribution Depots as well as the loading bay at the nearest Jetty for delivery to the Nigerian and West African Export Market . The Refinery will also sell its Refined Products to Independent Marketers that will take delivery of the Products from the Refinery s Loading Bays at the Tank Farm.
The Refinery is scheduled to run continuously for two years without a complete shutdown, while routine maintenance will be conducted as the Plant continues operations. Following the second year of operation, the Refinery will be shut down for 1 week to carry out Turn around Maintenance (TAM). The Refinery will then run continuously for another two years without a further shutdown. After four years of operations, the Refinery will then be shut down for two weeks to carry out a major TAM for thorough inspection of Towers and Vessels. After the initial Product ion Run, the Refinery will commence full operation with Industry Standard 30 day Revolving Credit Line from Crude Oil supplier. As a contingency plan, a 60-90 day Working Capital Line can also be secured from a local Nigerian Bank to fund supply of Crude Oil, which would be sufficient for a comfortable turnaround of feedstock and receipt of payment .
The Crude Oil Purchase Plan will further be cushioned through receipt of deposits from Independent Marketers to be on Contract to distribute the Plant s Refined Products.Refinery will consist of the following major units, areas and systems, including: Crude Fractionation Unit with integral Desalter and Blower System, Tank Farm, Truck Loading, Pipeline Operations Unit , Octane Booster (TEL Blending System), Electric Power Generation, Diesel Fuel Oil Distribution System, Plant Air/ Instrument Air, Raw Water Supply, Filtration and Softening, Boiler Chemical Addition, Boiler, Cooling Tower, Flare System, Liquid Effluent Collect ion and Treating System, Fire Protect ion System, UPS/ DCS/ Control Room Communication Systems and Alarms.
